/etc/firsttime.flag создаётся инсталлятором или при сборке rootfs.
Уже сейчас пакет startup на системах с systemd может быть удалён. Повторная установка приведёт к тому, что при следующей загрузке выполнятся скрипты из /etc/firsttime.d/
Поэтому предлагаю не создавать /etc/firsttime.flag при первой установке.
